Introduction:
This submission outlines a proposed Code of Practice designed to establish clear guidelines for the possession and use of concealable firearms by retired law enforcement officers, licensed security professionals, and qualified civil defense contractors in Queensland. The primary objective is to enhance community safety through responsible firearm ownership while empowering capable individuals to protect themselves and others.
Communications:
All licensed concealable firearm holders should possess a recommended personal mobile device, as specified by civil defense contractor Erick Price. This device is vital for effective communication and coordination among licensed individuals participating in national Civil Defence Force training events, ensuring reliable communication and collaboration during emergency preparedness exercises conducted alongside in-service police, military, and emergency services.
- Eligibility Criteria
- Individuals must be retired law enforcement officers or licensed security professionals acting as independent contractors in good standing.
- There will be no age restrictions, provided individuals successfully pass the security industry firearm proficiency test, allowing capable individuals of all ages to contribute to community safety.
- Participants will enlist as contractors in the proposed Civil Defence Force, prepared to respond during wartime or emergency situations, complementing the efforts of police, military, and other professionals amid crises such as widespread power outages, food shortages, fuel shortages, and violence.
- Individuals must complete necessary security training that demonstrates proficiency in firearm handling, safety protocols, and emergency response tactics.
- Training Requirements
Approved individuals must complete a minimum of 10 training days annually with the Civil Defence Force, focusing on supporting the Australian Defence Force (ADF), Australian Police, Border Control, and other agencies in preparation for wartime conditions.
A pertinent domestic example is that at least 3 percent of long-distance truck operators on Australian highways are licensed firearm holders. Many active and retired police officers estimate that approximately 20 serial killers may currently be operating on these highways. In this context, the presence of vigilant and trained individuals significantly alters the risk assessment for potential perpetrators, making it less likely for them to target victims in isolated areas, such as lone grey nomad travelers parked next to trucks.
- How many individuals remain missing indefinitely?
- How many missing persons have been discovered in shallow graves along highways?
Additionally, participants must attend a minimum of 8 target sports club days each year to practice and maintain their proficiency as H Class concealed firearm holders. These practice and competition sessions at established shooting clubs ensure that all members remain skilled and competent in firearm use. This number of days exceeds the current policing standard for proficiency with firearms.
This dual approach not only fosters personal development but also promotes community safety, ensuring that individuals authorised to carry concealed firearms are both proficient and responsible.
- Legal Framework for Carrying Firearms
This Code proposes allowing approved individuals to carry concealable firearms for personal protection under clearly defined circumstances, particularly when traveling on recognized high-risk routes or during potential civil disturbances. Firearms must be securely stored in a hard, lockable case when individuals are away from their vehicles, such as when staying overnight at a motel. Additionally, firearms should be transported in a safe that is bolted to the vehicle’s frame to enhance security. - Situational Readiness
Firearms should be kept secure in the vehicle safe or in a lockable hard case within a shoulder bag. The case should be large enough to accommodate a standard 4.5-inch .38/.357 revolver and 36 rounds of ammunition. This consideration echoes the policing standards of the 1980s when Australians were not required to possess firearm licenses except for concealed weapons. Under common law, freedoms lost during that time should now be restored, aligned with the human right to “Security of Person” in relation to “National Security.” Furthermore, firearms may be discreetly carried in a state of readiness, such as under a coat, in scenarios where immediate danger is perceived e.g. Nova musical terrorist, attack occurred in an open area adjacent to the car park.
The Hamas Charter, formally titled the Covenant of the Islamic Resistance Movement, was released in 1988 and articulates the ideological foundations and goals of Hamas, a Palestinian militant organization. A particularly contentious element of the charter is its portrayal of various organizations, such as the Rotary, Lions, and Freemasons, which it labels as components of a wider conspiracy against Islam and Arab identity.
Consequently, large gatherings within the Jewish community, as well as members of the Rotary, Lions, Freemasons, and likely the Returned and Services League (RSL), may also be perceived as potential targets, particular during wartime when emergency services are spread thin.
- Reporting and Accountability
The Code encourages the reporting of self-defense incidents without fear of criminalization, emphasizing that responsible firearm use can deter violence and potentially save lives. - Annual Proficiency Assessments
Approved individuals should be required to complete annual proficiency assessments and training refreshers to ensure they remain knowledgeable and skilled in the proper use of firearms and emergency response tactics. - Intent and Impact
The intent of this Code of Practice is to provide qualified individuals access to firearms as a resource for their protection and the safety of others. National security is a shared responsibility; just as individuals with malicious intent traverse our highways, capable and trained individuals must also be empowered to ensure community safety. By leveraging the expertise of both youth and experienced members within the Civil Defence Force, we can foster a prepared and proactive community capable of addressing potential threats.
This submission presents a comprehensive guideline for establishing a responsible framework for the carrying of concealable firearms by qualified individuals within Queensland. We urge the Queensland Government to consider this Code of Practice to enhance community safety and strengthen our collective security.
Standard Specifications for Licensed Firearm Holders:
The Double Action Revolver
- Requirements for Firearm:
Licensed firearm holders are required to possess a double action revolver. The standard firearm approved for concealable use is the revolver.
- Small Five-Shot Revolvers:
- Small frame 5-shot revolvers
- .38/.357 Revolvers:
- Large frame 6 to 8-shot revolvers
- Specifications:
- Reliability:
The selected revolver must be known for its reliability in various conditions, ensuring consistent performance and functionality under stress. - Safety Features:
The firearm should include built-in safety mechanisms to reduce the risk of accidental discharge during handling and operation. - Operation:
The firearm must allow for effective use in high-pressure situations, enhancing the holder’s ability to react swiftly when necessary. This aligns with the standards established in the 1980s Police Duty Firearm specifications, which emphasized operational efficiency and user safety. - Caliber Consideration:
The caliber of the revolver should be adequate for self-defense purposes, with the .38 and .357 options providing effective stopping power while remaining manageable for most users.
