In light of evolving security challenges and the necessity of a robust civil defense framework within the context of the Australian National Civil Defence, this Agreement presents a collaborative approach to address firearm regulation, safeguard personal security rights, and enhance national safety. This framework recognizes the potential risks of invasions and conflicts involving greater powers, fostering preparedness and resilience within our diverse communities.
Article I: Context and Justification
- Recognition of Threats:
- The parties acknowledge that, in circumstances where the Australian Defence Force (ADF) and its allies are unable to repel an invasion, the safety and security of the Australian populace may be severely jeopardized.
- Right to Security of Person:
- All parties affirm that the fundamental right to “Security of Person” can only be upheld if citizens are permitted to exercise responsible and lawful firearm ownership. Strengthening this right is crucial to maintaining national integrity and resilience.
- National Responsibility:
- It is recognized that as a minor power, the Government cannot guarantee safety for its citizens in the event of geopolitical conflicts among superpowers. Consequently, a proactive approach toward individual empowerment and community safety is essential.
Article II: Recognition of Roles and Grievances
- Acknowledgment of Diverse Histories:
- The parties recognize the diverse and often painful histories of each group involved, emphasizing the importance of mutual respect and understanding of each group’s unique experiences and grievances:

- Convicts: Stigmas and societal barriers faced by descendants of historically marginalized individuals.
- Pioneers: Contributions to community development and the challenges of establishing a legacy.
- Migrants: Struggles for acceptance and contributions to Australia’s rich multicultural fabric.
- AMZACS: The role of youth in fostering duty and community service through military cadet programs.
- Indigenous Representatives: Ongoing struggles for sovereignty and cultural preservation.
- Religious Groups: Recognition of aspirations for self-determination and spiritual guidance, fostering a sense of community among various religious groups, including Christians, Muslims, Buddhists, Hindus, and other faiths.

Article III: Collective Agreements
- Firearm Regulation:
- The parties agree on the development of a comprehensive system that promotes responsible firearm ownership. This system will include:
- Comprehensive background checks for all firearm applicants.
- Training programs focused on firearm safety and responsible usage.

- Civil Defence Framework:
- Establishment of a well-regulated National Civil Defence structure to assist the ADF under conditions of occupation, featuring:
- Coordination mechanisms with local law enforcement and emergency services.

- Mobilization protocols to enable citizens to contribute effectively to national defense efforts when needed.
- Establishment of a well-regulated National Civil Defence structure to assist the ADF under conditions of occupation, featuring:
- Voting Mechanism:
- The establishment of an assembly, wherein representatives from all involved groups will convene to vote on matters of national interest and security. This assembly will operate based on the principle of “one vote, one person,” reinforcing equality in decision-making.
- To ensure clarity in outcomes, voting will require a decisive result; if a vote results in a tie (e.g., three yes and three no), a random selection from the assembly will determine the next course of action, ensuring that policies are enacted without indecision.
- Treaty Between Aggrieved Parties:

- The firearm agreement will reference principles established in the firearm legislation of the 1980s, incorporating similar language that underscores the commitment to responsible ownership while acknowledging societal changes since that time.
- The firearm agreement will support the creation of a National Civil Defence through the reinstatement of AMZACS (Australian Military Z Force Army Cadet Service) operating at a local community level.
